Driving uninsured carries a fine of AED 500 to AED 1,000 plus black points. Comprehensive cover is optional but adds own-vehicle protection, agency repair and GCC travel extension.

Breakdown, towing and battery help. Many Dubai drivers need this for breakdowns on the Sheikh Zayed Road or in Abu Dhabi border areas. Included on some comprehensive policies, add-on on others.
Not standard cover. If you drive to Abu Dhabi, Oman or other GCC countries, you need a paid extension. Confirm the territories covered and whether an Oman orange card is needed at the border.

Yes. At least third-party liability insurance is a legal requirement to register and drive a vehicle in Dubai. You cannot renew your vehicle registration with the Dubai RTA without a valid insurance certificate. The requirement is set by Federal Decree-Law No. (14) of 2024 on Traffic Regulation.
The Dubai RTA requires a valid insurance certificate from a CBUAE-licensed insurer before it will renew your vehicle's registration plates. The insurer submits the policy data electronically to the RTA system, so the check is usually automated. If there is a gap in your cover, renewal will be blocked until the insurance is reinstated.
A UAE motor policy is valid across all emirates. Driving from Dubai to Abu Dhabi, Sharjah, Ras Al Khaimah or anywhere else in the UAE is covered as standard. What is not covered as standard is driving outside the UAE to Oman or other GCC countries; that requires a paid extension.
