What are the insurance rules in Abu Dhabi?

UAE motor insurance law is federal, so Abu Dhabi does not have its own separate rules. The key legislation is Federal Decree-Law No. 14/2024 (Insurance) and IA Board Decision No. 25/2016, which sets the unified motor policy that every insurer must use as the minimum standard.

How does registration link to insurance in Abu Dhabi?

Vehicle registration in Abu Dhabi is handled by the Integrated Transport Centre (ITC), which sits under the Department of Municipalities and Transport (DMT). This is separate from Dubai's Roads and Transport Authority (RTA).

The process works as follows. Before renewing or registering a vehicle, you obtain a certificate of motor insurance (cover note or policy schedule) from your chosen insurer. You present this at the ITC service centre or via the TAMM platform (Abu Dhabi's government services app). ITC validates the insurance, runs the vehicle inspection if required, and then completes the registration. Your Mulkiya (registration card) is issued with the new expiry date.

If you move from Dubai to Abu Dhabi with a Dubai-registered car, you will need to re-register the vehicle in Abu Dhabi. At that point, get a fresh quote for Abu Dhabi registration, as your insurer may need to reissue the certificate with the correct emirate.
